Once again Oliver is spot on.  According to that world-wide fount of
knowledge, Wikipedia, "During the late 1990s, primarily, imidacloprid
became widely used."  The 1999 study cited by Borst was simply the first of
an avalanche of damning studies (Lu, World Wide Assessment, etc.)
identifying the root cause civilization's unavoidable demise.

Beware, the End is near!
