If others have a better plan we would all love to hear about it. Thanks in advance.

Wont say better,  but slightly different.

I mix up 500 at a time in a 5 gallon pail  4 gallons of formic Juice.....  Then in the yard  I stir and take the ones from the bottom,  let them drip a few seconds and on they go,  I find they hold right at 38-45 ml.  absolutely dripping wet.

Worked well for me this year,  1 pad per hive 1 1/2 story,  repeated 3  or 4 times... (some yards got missed on the last round)

Counts dropped to below 3
