The obvious problem with this in the US is it a big country with
different climates and temperatures at the same time of year. You go
from tropical to tundra. And you cannot tell by latitude what the
climate will be.

We looked at something like this in Maine - a set time to treat for
varroa-, but it never got past the look. Even here the differences are
fairly large, from both north to south and east to west. So it will not
work in many States. And then there is enforcement...
