I'll see your "bare foundation" and raise the stakes to "bare wood".

At risk of sounding flippant, I'll offer that they made the queen cell in
the photo in the same exact way that they make swarm cells that hang from
the bottom bar, even though all other cells drawn between frames are
invariably drone-sized cells, not targets for fertilized eggs.
