Three words - "Hoof And Mouth"

While "Foot IN Mouth" is common in humans,
"Hoof and Mouth" poses no risk to humans.

But the approach to controlling this disease is draconian.
Ask a beekeeper from the UK about it.

But, yeah - no one really gives a hoot about bees, so except
for the media-generated frenzy over AHB, everyone has a very
laid-back approach to "bee diseases".

This apparently includes most of the first line of defense,
or more accurately, the ONLY line of defense.
