Essentially, a no win situation, without some 'proof' that the bees are or  
re not AHB.
Wing vein morphometry is a simple craft, easily taught at association level and applied by the beekeeper without anything too expensive in the way of equipment.  There are even ways to do it with your computer and a scanner to save you doing the maths yourself.  All that the beekeepers need to know are the wing vein indices that show without doubt that a sample of bees is AHB or one of the European ones.  The latter are readily available but not the former.
