Would it be correct to say that the only seeds that are treated with neonics are limited to agricultural crops?

In other words are annual flowers, wildflowers and garden veggie seeds for the backyard gardener essentially free from neonic seed coatings?

I'm familiar with field GMO corn, soybeans and canola being neonic treated but unsure about seeds for more of the retail market intended for home owners
