If the foundation (or my preference is for starter strips) is introduced  not 
into the brood nest but at the edge, between the last frame of brood and the  
next one which often contains lots of pollen this will draw lots of young  
workers away from the brood nest itself in order to produce wax. This reduces  
congestion in the laying area which can be a cause of poor distribution of 
queen  substance, leading to swarming.
