Charlie described the reality quite well.
IMHO, it would be far better for each State or Provincial Apiculturalist to
mark a cross section of several hundred colonies each spring across an
arbitrarily-assigned group of representative beekeepers, and then record
actual data (rather than anecdotal survey results from memory) for those
marked colonies.
