We have been through this many times. I tried it and it did not work here
in Maine. I continue to ask if anyone here has had success and the response
is no one has been successful with small cells.

I do have a neighbor who sounds a lot like Dee in the preaching of allowing
bees to make "natural' comb. She has had a 100% success rate of losing all,
that is all, colonies every year.

The normal response to this sort of failure with small cells is "you are
not doing it right".

Truth is, the right way is to have AHB in the area. It is always the bee,
not the cell size or really much else. Good bees make good beekeepers. You
can be a lousy beekeeper but successful if you have good bees. At least for
a while.
