I've been reading too many DIY instructions on houses, with dumbed down  
words.
 
Bottom line, honey in outer combs gets to be very cold.  Not  something the 
bees want to be against.  Better to have the dead air  space.  
 
The semantics (my fault for being careless with my  terminology) is getting 
in the way of the point - don't put full frames of  honey on the outside of 
the boxes.  We all know bees tend to leave these  empty, if they've 
sufficient space.  That's apparently not simply a matter  of consolidating the 
honey toward the center.  Those empty combs serve a  purpose in cold climates.
