Thanks for the wake-up call.  I was worried about this early-on, but was reassured all was well.

I'm writing up a response now and will share my eventual submission when it is done and sent.

Seems that we cannot let down our guard for a minute.  A commercial interest is lobbying hard, and government loves "Value-added" products, even if that "Value" comes out of our pockets or discourages us from using what we need to use due to that added cost.

(I am giving windows Live Mail the boot since it started adding a "?" before each message and Microsoft has not addressed the issue.  This message is posted using Thunderbird.  My migration experience,not a quick process, is being chronicled in my diary for those wishing to try to escape from WLM -- a horrible kluge from the Evil Empire of Redmond).
