Dave, I have not found it necessary to have any substrate in the water
dish.  Simply adjust the size of the surface area.  I put the dish where the
fan will blow air over it, with the fan linked to switch on at the same time
that the heat unit goes on.

When I ran a University insectary years ago, I used saturated salt solutions
in plastic shoe boxes to maintain accurate RH's.  The solutions can be
adjusted to maintain any RH at equilibrium.  Put a small container of
solution into a larger shoe box.  I used a filter paper wick in the small
container to increase surface area, but don't know if it was necessary.
