Walter,

USDA has cooperative agreements with other countries with regard to 
their respective "organic" certifications. For the countries that are 
included, it is simply a matter of "we'll accept yours if you accept 
ours." So USDA does not do any testing or even setting of criteria for 
what is labelled as "organic" from other countries.
