Well Ian, the "It has been said that" part is referring to the Bible
quote, "The love of money is the root of all evil."  In the New
Testament, one of the synoptic gospels (Matt, Mark, or Luke) and said by
Jesus. I don't recall exactly where right off, and don't really have
time to go find it. Quite often as you note, the "love of" part is left
off, greatly changing the meaning.
 
To touch back on the subject, can you imagine that Israel is referred to
as "the land of milk and honey?"  That must be strictly in contrast to
the Sinai desert.  Only in modern times has it blossomed so (under the
irrigation and planting program of the Israelis) as far as I know.
