One thing you may wish to try is to place a sheet of newspaper with slits just
like you were combining hives between the additinal boxes and the ones
allready there. The bees will chew through when ready.
But if the hive is wall to wall bees as you say then it is either time to
super-providing the drugs are off the hives or add another brood chamber.
