Ron,
In all swarming, the queen is among the VERY LAST to leave a parent hive and
go to the nearby bush or tree.  In fact, often the worker bees have to "push"
and force the
queen to leave the hive.

Essentially, queen bees make NO decisions regarding colony affairs.  The
decisions are made by her daughters and she is forced to follow those orders.
