It's all about comparison to "control" healthy streams at the same time of
season.  Really obvious once you get the hang of it.

while submerged, label, pack, and send to a lab.

Such a result would only reflect the residues in that tube of water at that
moment of stream flow.  Biomonitoring gives you a far better handle on the
biological consequences over time.
