It it my understanding that EFB is almost always present,  but only develops into an issue under the right conditions.  The antibiotic allows them to get it back under control.

An old beekeeper I respect a lot noted that it flared up when the water was stagnant and bees drank from certain sources.   He is a Georgia beekeeper and I do not doubt his observation in his local.
