We went to the state health dept for a permit to process fish.  We read 
the restaurant-level rules, and met them with a 12' X 12'screened in 
corner of an open barn, a concrete slab with a drain to the septic leach 
field, a couple of sinks we scrounged second-hand, a small hot water 
tank, and a few sheets of the cheapest Masonite.  We've since expanded 
but also passed the Dept of Ag inspection for honey with a similar 
set-up.  It is great to do your honey in a room you can pre-heat, wash 
down, and keep out of the kitchen.  We make our set-up available to 
anyone in the 5-county beekeepers association, with coordination 
assistance from the Extension Service.  Not having read the bill, I 
expect I think a sliding scale fee would be more appropriate than a flat 
or minimum $1000.
