As a small beek, I dump my 25# in a 3.5 gal bucket (pick these up from you
neighborhood bakery - get the frosting buckets).  Get your water boiling and
decant 1 gallon into the bucket with the 25# of sugar (you can use a milk
jug with the top portion trimmed off to move the water from the pot to the
bucket).  Mix like mad with a big stirrer until everything is wetted.
You're trying to get rid of the dry clumps but the mix will still be cloudy
at this step.  Then add more *boiling *water to top off the bucket with the
cloudy solution and keep stirring and stirring.  Make sure that you are
using boiling water with each step. After a couple of mixes, you should see
the bottom of the bucket through the sugar solution.  If you see sugar
clumps or there's still cloudiness, keep stirring.
As a note, if you let the water cool off below the boiling temperature, then
you get the rock candy setup (sugar precipitation) that you've been running
into.  With this 2:1 mix, you have to use boiling water with *each *step.
Alternatively, if you've got a way to stir with a steam wand, then you've
got it made in the shade.
