I see.  You have Guelph University http://www.uoguelph.ca/ (Search "Honey Bee"), The OBA http://www.ontariobee.com/ and
The Tech Transfer Team, http://www.ontariobee.com/index.php?action=display&cat=51&v=71, all of whom are known and respected all over North America and who in touch with the US CCD experts and attending conferences in the US regularly...  Would they not be a logical resource?  After all, everyone is on the lookout for CCD in Canada.

What I wondered is whether they *ever* got light in late sumer or fall.  Starved hives often get their weight back up, but then collapse in winter.

At any rate, I would be interested in the report from your inspector after you reported it.
