I have had queen cells shipped(overnight air) from FL to WI for the last 3 yrs. For the most part I was happy with the success. My first year I shared an order with another WI beekeeper. I installed 20 cells and found a bear had rearranged 8 of the hives when I checked on them 3 days later. I ended up 19 out of 20 keeping the queens. The last 2 yrs I have used over 100 cells(shipped from FL) each yr. I will do it again this year. I am satisfied with the take %. I like to see them starting to hatch when they are being installed. If they are already out I just place them into the queenless hive unprotected. When you place the virgin on the top bars you know if they are going to be accepted as soon as the workers come up to them. The cells are shipped in cell protectors(keeping the hatching virgins from killing the others), standing upright in queen shipping bars, and worker bees inside shipping box to keep cells warm.
