I'm sorry, my sarcasm was too subtle for sharp-eyed beekeepers looking for
the immediate practical considerations, when there are none to be found.

Here's the deal - the House and the Senate have "oversight" over the EPA,
and they write the enabling legislation that permits the EPA to even exist,
let alone do stuff. So, when a bunch of congresscritters sign a "petition"
in an attempt to "convince" the EPA to do something, this means that the
wheels have truly come off.

Here's a list of the many committees in each of the House and Senate that
have control over the EPA:

http://www.epa.gov/ocir/leglibrary/pdf/112housejuris.pdf

The above lists are from 2012, but not much has changed since then in this
regard.

So, why would a congresscritter beg when it could order? Answer, these are
not the congresscritters that sit on any of the Committees with actual
authority over the EPA. These folks are posturing for the mid-term
elections, nothing more. If they wanted something done, they would approach
their colleagues on committees with authority over the EPA, and cajole them
into doing something, asking pointed questions, maybe calling hearings, and
even writing new laws.

But that ain't what's happenin' here.

It's just more of the same old, same old.

Yet another example of the plight of bees and beekeepers being used as a
hood ornament for agendas that have nothing to do with addressing the actual
problems.

That's the train wreck.
