I wonder how many people would attend if we only had the door open for those who had been involved for "years".  I know at Nebraska the Master beekeeping program just separates itself from the beginning beekeeping by the level of instruction.  However, maybe 40 will attend the 2-3 day Master course but only a couple of the attendees will ever finish all the work, do the required in-service time and earn the Master beekeeping pin.  Many of those that do finish come back each year as a refresher, several of us have made it almost every year.  Maybe there-in lies the key, it should expire if you don't keep up.
