 Is this moisture from precipitation or condensation? Do you have any insulation above the cluster. I  guess you haven't got inner/outer cover arrangement. I would suspect that the moisture is coming from condensation on the inside surface of the cover. I used to have 400 on 4-way pallets with clips in Clinton County, NY. Never had a moisture issue. I did insulate above the inner covers and wrapped with tar paper...around and over each hive, covering the insulation...with outer covers tied on top. Normal winter losses as compared to stand alone hives not on pallets and wrapped the same.

Covers are 3/4 in plywood with a 3/8 inch rim and 1.5 inch entrance along with a feeder hole in top center. The biggest problem I have seems to be moisture.
