Your mistake was the molecular weight of anydrous and dihydrate oxalic acid.

When you add the kg of sugar to the litre of water you get 1670 mls of solution.

Concentration in g per 100ml of oxalic acid when you add 75g to this is: 

100 x (75 / 1670) = 0.04491 (near enough 4.5%)

However that is for oxalic acid dihydrate.  To express this as oxalic acid without its water of crystalisation:

0.04491 x (molecular wt of anhydrous oxalic / molecular wt of dihydrate oxalic) 

=0.04491 x (90.03/126.07)

= 0.03207

or 3.2%
