 Am I missing something here? KY passed the law no?  Judges are supposed to
interpret the law. One judge interpreted the phrase "may" to mean they
could choose not too. A higher court said nope you're wrong.  Isn't that
how it's supposed to work whether you agree with said law or not? Where in
here is a judge making a law?
