Can't be answered until its tried Peter.  I've known a few long shots come in over the years that no one gave a chance so may not turn out too be all doom and gloom. I think there would be many beekeepers quit but the ones with grit and tenacity would press on and make the best of what they had. Who knows maybe it would only take a decade.
