I had always read that the queen uses her forelegs to measure the cells for
drone/worker.  I also have seen studies that the egg is moved into the queen
cell, not laid there.  In emergency queen cell rearing workers will tear
apart adjacent cells and enlarge an existing cell to form the queen cell.
