Were the hives/packages purchased from the same bee breeder?  Many times
different strains (and for that matter different queens of the same
strains) can have very different characteristics, agresiveness being one
of those characteristics.  I have purchased queens at the same time from
the same breeder and had completely different hives.  Some were good
producers, some were more prolific in their use of propolis, etcc.
