Fill the baggies as full as you can get them and still fit them under the
rim.  I have some 1.5 inch rims that will not accommodate a one gallon bag
completely full.  Anyway, fill as full as possible.  Filling them is a 2
person job if you really want to get them full.  Lay them on top of the top
bars and take a new box cutter blade and slit the top - a bit may run out
but not much.  The bees will do the rest.  I fed 200 hives fumidil last year
with a rim doing formic pads at the same time and it worked like a charm.
