I half fill the bags with a 50:50 sugar/water mixture (by weight) and poke a number of holes in the bag with a needle. It does not drip into the hive and the bees empty the bag which I simply refill. However in northern new south Wales (Australia) cold is not an issue. Dry sugar applied to the frame also works fairly well.
