That is the case.

I didn't.  They were originally a winter inner cover, but the bees ate out 
the styrofoam from the one side before I bought them.

I only used them in winter. The bees seemed to like the clustering room.  I 
don't think the bees did better with them than with normal bee space - or 
none like I use now.  I currently use pillows.
