I rear thousands of queens each season, but offer very few for sale caged,
since the going price is simply too cheap (for small orders). By the time I
take the order, find and cage the queen, pack her for shipping, go to the
post office, and spend a half hour on the phone or email with the
purchaser, I find that it's simply not worth my time.  I'd need to hire
inexpensive help, and specialize in queen production and shipping to make
the current price for queens to be worthwhile.
