Interesting hypothesis of Peter.
Early reports are the honey confiscated originated from Viet Nam BUT carries
the tell tale marker of tainted Chinese honey. NOT LEGAL!

Ps. It is my opinion that "Big Brother" has been watching, testing  and
checking honey drum shipments coming into the U.S. ever since military arms
were found concealed in drums of honey a couple years ago.
