We often see this in August. If there isn’t much nectar available, the hive doesn’t send a lot of bees out. I can tell at a glance if there is a major honey flow on or not, by the traffic. In the past week or two our hives have been filling up at an incredible rate, from Japanese Knotweed. I doubt your problem is with the queens, but the simple lack of a honey flow. Better feed them for winter weight.
