Maybe not, its a free country, and just as its your call to fly during a pandemic, likewise you can risk your bees and go for the Pot O Gold in CA. If your bees die while  getting ready to pollinate an Asian nut tree in mid winter in North America you can always claim it must have been seed treated corn or something like that caused by Bayer.
