Hi Mark,
 
Methylated spirits i.e Methyl alcohol is agood solvent.For an aqueous
solution use washing soda, a mild alkali not a solvent (hydrated Sodium
carbonate).
Do not get solvents on your hands they defat the skin and you may easily
end up with propolis dermatitis!
