There is no point in shooting a bear simply for his taking advantage of your
honey "self serve" boxes.  Better to "train" the local bear.  The reason is
that bears are territorial, and if you kill him, another untrained bear will
simply take his place.  A bear, once trained with a really good shock to the
nose, does not ever want to get another, and will stay clear of your hot
wire.  He will also keep other bears from moving into his territory.

In your specific case, though, your bear seems to clearly be a incorrigible
nuisance bear, getting into trash cans and not scared of walking near
schoolchildren.  So removal of this bear seems appropriate, followed by
proper training of his replacement.
