As far as I know this tool is not to be placed in the hands of Mr Average UK
beekeeper.  The law stands as it did.  If the beekeeper suspects EFB or AFB he
whistles up the Bee Inspector who will come running and sort things out at no
(direct) charge.  He is the man carrying Vita's kit. I suspect that he will
use it but not rely on it.
