I just threw away 10 frames w/Rite-cell after trying to clean them up.
After soaking 2 of them in bleach water overnight I could see some
improvement and the bleach tended to loosen some of the crud on the
foundation. After scraping and scrubbing for 10-15 min I decided I had
better things to do and tossed 'em all in the fire. Mine were cruded up
from wax moth infestation.

You might try taking them to the car wash - the pressure and soapy water
might do the trick. I'm assuming they are the one piece frame &
foundation type, otherwise the pressure will likely blow the foundation
out of the frames.
