"Mike,  do I understand they (farmers) can use a coated seed,  but need to show 30% loss before they can use a foliar???

No, as I understand the ban includes coated seed. The farmer who plants on my land and adjacent properties said they had to spray heavily to combat aphids on soy beans before neonics came into use and now they will have to go back to that practice. Our provincial government is more inclined to listen to tree hugers than agricultural people including those who work for them.
