Drone layers are the problem. Those drones larvae also demand feeding.

Therefore when the queen is failing you will see diminishing pollen
collection, probably with no queen or a virgin a very reduced pollen
activity approaching to nil, but then when old bees turn to drone layer the
collection of pollen start again.
