.000218 concentration = 218 ppm.  Just move the decimal point to the right six places.

But in your earlier message, you said you used 1.5 gal per 250 gal.  At 6%, I get a concentration of .00036 (or 360 ppm).  It doesn't really matter to your underlying point but I'm curious where .000218 came from.
