Quote:  "If I put wet supers on both hives will I start a robbing frenzy?"

Generally, no.

I will, when I have the time, stick an empty super above the inner cover, then stack the wet supers on the hives.  They clean up the wet supers, drag the remaining honey down into the lower chambers.

When I'm rushed, I usually stack them out in the back yard and let the bees rob them out.
