This is a mistaken impression.  One of the oldest concepts of a free society
dates back to Rome:
"Nullum crimen, nulla poena sine praevia lege poenali" 
(There is no crime nor punishment without a pre-existing penal law)

The more modern (English Law) version goes "Everything which is not
forbidden is allowed".

The phrase "Everything which is not allowed is forbidden" applies to public
servants - their abilities are limited to those explicitly granted to them
by law.

That said, discretion is a large part of urban beekeeping, and I have color
mix formulas for every brand of rooftop A/C equipment made since the 1960s.
A properly-painted beehive is an invisible beehive.
