1.  Hopefully the straw (saturated) prevented the dripping of moisture onto the winter cluster and instead absorbed the water into its own structure.

2.  If the weather is dry for any reason, the bees would have an in-house source of water to dilute the honey for brood rearing.

Granted, the above would not be the normal scenario, but might occur upon occasion.
