Here are the key provisions of the CR:
 
Cuts (relative to FY10 actual):

-        Sec. 1235: Conservation Operations, $51.629M cut (to $836M)
-        Sec. 1236: Watershed and Flood Prevention Operations, $30M cut (zeroed out)
-        Sec. 1237: Watershed Rehabilitation Program, $20.161M cut (to $20M)
-        Sec. 1238: Resource Conservation and Development, $50.73M cut (zeroed out)
o       These four add up to a $152.52M cut from FY10

-        Sec. 1281: WRP capped at 202,218 acres in FY11, “permanently reduced by 47,782 acres”; not sure of $ savings from FY10
-        Sec. 1282: CSP capped at $649M; not sure of $ savings from FY10
 
Additions (relative to FY10 actual):
            - Sec. 1278: EQIP cap increased from $1.18B to $1.238B, a $58M increase
 
Net:
-        Difficult to add these cuts – more information required
-        House Approps claims to have cut conservation by $172.5M
