If you do contact the author, I would not be surprised if the concentration
is 5 to 50 ug/l.   That would be a common measure.  Why would someone use
ug/uL???  Isn't that the same as g/L?

I do agree with you about the probably safety of imidacloprid for mammals.
But just to put things in perspective about the amounts that people might
ingest (because they are MUCH higher than  insects):
the allowable residue level for imidacloprid in potatoes is 300 ppb.
the allowable residue level for imidacloprid in tomato paste is 1000 ppb.
